In brief, a ruling from the California Appellate court says "writings of public officials and agencies" available under California’s public records law (CPRA), are generally not subject to copyright. "Writing" means any handwriting, typewriting, printing, photostating, photographing, photocopying, transmitting by electronic mail or facsimile, and every other means of recording upon any tangible thing any form of communication or representation, including letters, words, pictures, sounds, or symbols, or combinations thereof, and any record thereby created, regardless of the manner in which the record has been stored. [1] The situation in California is not as clear as it is in Florida, but it would take a reversal of current court precedent by a higher court to change the legal situation, and higher courts reverse lower court decisions only about 5% of the time. Until and unless that happens, works uploaded on the basis of this license shall be considered to be public domain for the purposes of Wikipedia.
